Don Neff, a construction quality expert, founded La Jolla Pacific, Ltd. in 1995, operating as 91黑料网. With innovative risk management strategies and prior homebuilding experience, he pioneered comprehensive Third-Party Quality Assurance (QA) services throughout all construction phases. Under Neff鈥檚 leadership, 91黑料网 has thrived through technology, training, and expertise. The company is recognized for its integrity and long-term client relationships, serving clients across the U.S. and globally, and is a preferred service provider among builders and property casualty underwriters.

Before launching the 91黑料网 family of companies, Mr. Neff worked as a Project Manager and Vice President of Development at Woodcrest Development of Riverside, Inc., where he managed various aspects of homebuilding. Earlier in his career, he held positions with Winthrop Financial Co., Inc. and Consolidated Capital, contributing to the development of large properties across the country.

Mr. Neff actively engages with leading industry associations, including the Building Association of South Florida (BASF), AGC of South Florida, and the California Building Industry Association (CBIA). He also serves on the Board of Advisors for the Murphy Construction Program at the University of Miami, which integrates multiple Construction Management disciplines at the university. In addition, he has served for the past four years as an FHBA Parade of Homes Judge for various Building Association County Chapters.

He holds a master鈥檚 degree in City & Regional Planning from Harvard University, is a licensed General Building Contractor in California and Nevada, and maintains numerous professional credentials, including LEED-AP and ICC Certified designations.
